CPS' activities and services are tailored to meet the needs of each client within its specific sector.

CPS activities are classified as 'studies based on the harmonization process' and 'solutions for client-specific problems':

General Harmonization Process Studies

General harmonization process studies of CPS comprise a variety of sectors that are most likely affected by Turkey's prospective full membership.

CPS identifies the problems within this framework, evaluates the road map of the harmonization period and places those perceptions on solid ground.

The main activities of CPS in this field include:

  •  Scanning of the EU acquis by sector and evaluation of the functioning of the acquis.
  •  General appraisal of client activities in accordance with EU policies and acquis communautaire.
  •  Identification of inconsistencies with the EU acquis, definition of potentially conflicting issues through a regular monitoring mechanism (early warning system).

Client-specific Issues

CPS provides the following services to clients with specific EU harmonization process issues:

  •  Identification of the source of the problems (legal framework / implementation)
  •  Examination of problematic areas / implementations within the EU harmonization
  •  Research solutions according to Turkey's commitments either to EU or to WTO.
  •  For the solution of the problem, focusing on the following aspects in the institutions/bodies:

  1. Identifying Roles
  2. Contacting related decision makers
  3. Directing activities in a timely manner towards the appropriate target

  •  Definition of most appropriate solutions, implementation of those solutions by consent of the client:

  1.  A solution based on compromising culture
  2.  Attempts at the Turkish Bureaucratic level
  3.  Attempts at the EU Bureaucratic level
  4.  High level political liaisons

  • During harmonization studies, describe the developments in the client activity file, creation of data inventory for future
  • Develop a 'Strategy Recommendation' based on collected data
